Konkurrensverket is investigating Bostäder i Borås

Konkurrensverket, the Swedish Competition Authority, has opened an investigation to find out whether Bostäder i Borås followed LOU, the Public Procurement Act, when buying consultancy services for its IT department. The case concerns a hired consultant who acted as the company's IT manager.

In the summer of 2021 we began preparing a public procurement for the IT department, but in September 2021 we suffered an extensive data breach in which servers and backup servers, among other things, were knocked out. It was a business-critical event that affected both our tenants and our staff, and urgent work began to restore data and stop the intrusion from continuing. The IT manager we hired in became a necessary link who held the whole project together, and the work of procuring a new IT structure had to wait. During the autumn of 2021 the focus was instead on expanding our security work and rebuilding our entire server structure.

Despite this, the company was hit by another data breach at the end of December 2021. Once again extensive work began, and the whole company was affected anew. The IT manager was again indispensable in working with the company to produce a thorough and comprehensive IT strategy and rebuild the entire IT environment from the ground up. It was also judged at that point that a good knowledge and understanding of the company's IT structure, IT systems and other needs would be very important in the work ahead. That was expertise the IT manager had.

Besides the data breaches, the pandemic was also going on until 2022. It required an extensive shift in the company's IT environment, and measures were taken to make remote working and more digital solutions possible where they had not existed before. All of that work was also led by the IT manager.

So we have not advertised the IT consultant post as planned, and we consider that we had good reasons for not doing so. We will follow Konkurrensverket's investigation and abide by its decision. If we have done wrong, we will of course accept the consequences.
